Mr. Sullivan began his career serving his country as a JAG Attorney in the U.S. Navy. While stationed in Washington D.C., Tim earned an advanced law degree in taxation from Georgetown University, graduating with distinction. Upon separating from the Navy, he spent several years representing clients in tax matters at two of the country’s largest accounting and law firms and then spent six years (2001-2007) as the General Counsel and Treasurer of a large manufacturing company in northeast Ohio. In that position, he was responsible for the management of the company’s legal and financial matters.

In 2000, Mr. Sullivan entered the collection industry and today serves as President of HS Financial Group, as well as being the Managing Attorney of the Law Offices of Timothy M. Sullivan, HS Financial’s sister company. Notably, in that capacity he serves as Collections Special Counsel to the Ohio Attorney General handling hundreds of non-bankruptcy and bankruptcy matters involving dozens of different State departments.

Tim is a DBA International Certified Receivables Compliance Professional; he is the Chairmen of the DBA’s Educational Requirements Committee and is an active member of the DBA Certification Council.

Tim graduated with a Bachelor of Arts from Vanderbilt University and obtained his Juris Doctorate from Case Western Reserve University, School of Law and his Master of Laws in Taxation (LL.M) from Georgetown University.

Crystal Duplay has been practicing law since 2009. She is admitted to practice in both Ohio and Wisconsin. Prior to joining HS Financial Group, Ms. Duplay worked at a Cleveland area Creditor's Rights law firm,  where she managed the student debt portfolio. Ms. Duplay oversees all legal matters for the business and serves as the primary legal advisor to the President and the organization’s senior management team. Her core strengths include litigation, Fair Debt Collection Practices Act (FDCPA) matters, research, regulatory compliance,  negotiations, analysis, diplomacy, communications and problem solving.  She is a member of the Cleveland Metropolitan  Bar Association.

Ms. Duplay  graduated with a BA in Political Science and Spanish  from Baldwin Wallace University. She earned her law degree at Cleveland - Marshall College of Law at Cleveland State University.

Mr. Wojtach has served national collection agencies in roles of increasing responsibility since 1983. Having owned an accounts receivable management firm for 17 years, Ken has garnered extensive experience and knowledge providing debt collection services for a variety of governmental, commercial and higher education accounts. As Vice President of Operations, Mr. Wojtach plans, directs and coordinates the day-to-day operations for the entire HS Financial Group organization. He reinforces the corporate mission and vision by cascading communications of strategic priorities, targets and objectives in all functional areas.  His responsibilities include ensuring and improving the performance, productivity, efficiency and profitability of organizational operations through the provision of effective methods and strategies.

Ken graduated with a Bachelor of Business Administration in Finance from Cleveland State University.


McMillan 10 29 15        Keith McMillan 

      Collections Manager, 

      Higher Education


Mr. McMillan began his career in the collections industry in 1999 as an automated technology coordinator. He subsequently gained experience as a collections supervisor as well as served as a lead legal collector. At HS Financial Group, Keith manages four Supervisors in the Higher Education division to ensure that established collection policies, procedures, and legal requirements are followed, and periodically evaluates policies and procedures, and makes modifications as needed.  He is responsible for providing direction and leadership to the Higher Education Department collectors along with managing day-to-day operations including monitoring collector performance and reporting to HS Financial Group’s executive management. 

Keith graduated with his BA degree from Hiram College.
